SASEC Highway Enhancement Project (SHEP) (Kakarbhitta – Laukahi Section 0+000- 95+760 of East West Highway)
The Kakarbhitta-Laukahi Road’s construction supervision consultant, contracted under SHEPI2022ICSCKL-01 as part of the SASEC Highway project, is a collaboration between MC Consultants (Pvt.) Limited, Roughton International Ltd, and YUKSEL PROJE A.S., with assistance from Water Asia International Pvt. Ltd. This contract, finalized on April 7, 2024, is valued at US $4,222,735.25 and NRs. 692,375,267.15, covering PS, Contingency, and VAT.
The consulting service aims to assist the Department of Roads (DOR) in overseeing all civil works packages for the Kakarbhitta to Laukahi section of the East-West Highway, including major bridges over the Ninda, Biring, Kankai, Ratuwa, Bakra, and Lohendra rivers. The main goal is to ensure high-quality construction within the specified timeframe and budget, while adhering to approved engineering designs, technical specifications, contract terms, and sound engineering practices.
Objectives of the Construction Supervision Consultant (CSC) include maintaining high standards of quality assurance, ensuring compliance with environmental and social safeguard requirements, monitoring biodiversity conservation activities, and implementing resettlement and gender equality plans. Additionally, the CSC will provide comprehensive supervision of project implementation activities, efficient construction and maintenance supervision, and ensure safety during construction, including COVID-19 prevention measures.
Under the Contract Management Framework, civil construction contracts will follow the FIDIC MDB June 2010 version, with DOR/ADB Project Directorate acting as the Employer. Project Managers appointed by DOR will represent the Employer for each contract package. The CSC will advise and assist the Employer, acting as the Engineer under civil work contracts, and seek Employer approval for determinations resulting in time and/or cost overruns, ensuring effective contract management throughout the project.
